The purpose of the study is to find legacies of Max Weber’s one hundred year old concept “ideal type of bureaucracy”. Through content analysis of policy documents from a selection of organizational development projects in Norwegian municipalities during the last two decades, I shall examine the ideas behind the projects and seek to identify ideas that resemble those that Weber categorized in his concept. New Public Management (NPM), and other modern types of governance have been dominant features of organizational development projects in public administration in Norway, as in many other European countries (to the best of my knowledge). The question raised is whether one can find legacies of Max Weber’s ideal type among such projects? A presupposition is that one probably can. There are several reasons to this presupposition: Many empirical studies have found serious disadvantages from modern public administration reforms. Organizational consultants have therefore looked for alternative organization models, and one can suspect that legacies of Weber’s ideal type concept can be identified because they offer a solution to some of the disadvantages of many modern organizational development projects. Such a study might eventually bring results of value for comparative studies.
