Beyond Gallegocracy: When the Periphery wants to Be part of the Center

At the difference of Catalonia and the Basque Country, Galician elites opted for competing in the Spanish national political system during the Transition, despite limiting their career to the regional arena. This strong Galician presence in Spanish political institutions has sometimes been caricatured as a phenomenon known as Gallegocracia. This article stresses this peripheral region has been traditionally overrepresented in different spaces of power such as the Spanish cabinet and the leadership of national parties. We then explain the institutional mechanisms leading to this situation, in particular the resilience of party recruitment networks in this region, the multi-level trajectory of Galician elites on the national stage, as well as the construction of a cross-party discourse articulating regionalism and Spanishness. Finally, we try to understand the influence of Galicia in Spanish politics in comparison with the rest of peripheral national minorities.
