A Fo Ben, Bid Bont! Presence without Influence of Welsh Elites in British Politics

Drawing on a center-periphery analysis of British politics, this study assesses the presence and influence of Welsh politicians in British institutions from 1945 to 2020. It demonstrates that the traditional underrepresentation of the Welsh in Westminster ended in 2005. Welsh parliamentarians previously reached key positions in the House of Commons under Labour governments, only to disappear almost completely after 2010. Since devolution, Welsh deputies mainly defend Welsh interests and their support has proved significant only in some high-profile votes. In the case of Whitehall, the article highlights the underrepresentation of Welsh ministers throughout the period, except under some Labour premierships. The only stable position held by Welsh officials from 1945 to 2020 has been that of Welsh Secretary. In sum, the British system of territorial recruitment is mostly majoritarian, while some consociational provisions ensure a minimum representation, but not necessarily influence, of peripheral minorities like the Welsh.
