Public Policy on Food and Nutrition Security: an analysis of policy and performance of Popular Participatory Council in Campos dos Goytacazes, Rio de Janeiro - Brazil

Brazil is leading the discussions of issues related to food and nutrition security in various international forums, since the launch of the “Programa Fome Zero” in 2003, on the first government of President Luiz Inácio Lula da Silva. These discussions have occurred in international institutions and organizations such as the Food and Agriculture Organization, the World Bank, the World Trade Organization, the G20 and others. An outcome of these food safety studies, Brazil has been promoting the strengthening of popular participation advice in this area. In this sense, this article seeks to diagnose and analyze the actions and policy proposals on food and nutrition security at the local level and impact of these actions with the most vulnerable communities. The goal is to discuss and analyze the formulation and implementation of this policy and the actions of the People's Council in the city of Campos dos Goytacazes, in the State of Rio de Janeiro, Brazil. This city stands out for exploration and production of oil and gas industry, being known as the biggest beneficiary of oil royalties in the country (approximately 80% of all production), which reflects in a large budget volume. Despite the privileged position with regard to the fundraising, population groups living with poverty and low income, so in food insecure. Regarding the incidence of poverty in the city, this has a percentage of 33% of the total population in this condition - it can be considered that in three people one of them is poor. In this context, themes related to public food security policies allow to give a new approach to the questions put to poverty studies, is the hunger of view (consumption) and income generation (access), from the point of the view at production / food trade. Given this reality, this article seeks to identify the operation of this policy and the performance of the People's Council. The city already has important initiatives, both in the area of improvement of income and food security, but does not have a Municipal Food Security Policy. However, although it made the People's Council on Food Security, the executive body of the shares does not occupy a favorable position in the hierarchical structure of the municipal executive, besides observing a stock fragmentation in various structures without central coordination. The diagnostic will be formed from primary and secondary data as well as links with local government and civil society. The research and analysis include the information needs assessment of three major social groups; (1) those at risk of food insecurity, (2) family farmers and (3) public and private managers for the food supply. The originality of this article can be summarized in an effort to address the issue of power, interdisciplinary way, and can thus contribute to a better design of local actions for food and nutrition security.
