Europol's Sharing Economy Platforms: Public-Private Partnership Initiatives to Tackle Cybercrime

This paper examines Europol's sharing economy governance model to enhance public-private

partnerships. The empirical analysis is based on three major cybercrime areas: ransomware,

crypto-laundering, and online child sexual exploitation, where Europol has been intermediating

between public and private actors for efficient resource exchange. The core argument is that the

organisational structure of Europol's sharing economy platforms differ from one crime area to

another. The interaction between law enforcement agencies, private companies, and victims also

occur in different combinations. However, as in private-sector examples, every platform

associated with Europol needs technological infrastructure for efficient resource sharing.
