As digital transformation reshapes intergovernmental relations, this paper examines how digitalisation is redefining city-to-city diplomacy in the governance of urban migration across Europe. By shifting coordination mechanisms from traditional state-centred frameworks to direct inter-municipal digital platforms, cities are emerging as autonomous paradiplomaticactors capable of designing shared migration policies beyond national borders. This study aims to analyse how digital tools, including data-sharing platforms, collaborative urban networks, and e-governance systems,  enable European cities to build transnational migration governance frameworks independently from state structures. Drawing on a systematic review of academic literature, policy documents and institutional reports, the research maps existing digital cooperation practices and assesses their effectiveness in managing migration flows. Findings suggest that digitalisation significantly enhances inter-municipal coordination capacity, reduces response time to migration challenges, and fosters more inclusive and adaptive governance models, while also revealing persistent tensions around data sovereignty, institutional legitimacy, and unequal digital infrastructure between cities.
