Towards a new social contract? Tunisia’s multifaceted crisis of authority amidst social struggles and securitization

In the last year marking the 10th anniversary of the uprisings, Tunisia witnessed unprecedented high levels of social tension. General fatigue over long-running unfulfilled economic promises and political gridlock leads to widespread protests, strikes, and blockages. The Coronavirus pandemic came at a moment of deadlock on several fronts and is exacerbating pre-existing criticalities and reinforcing a problematic situation of multiple overlapping crises. Borrowing Gramsci’s notion of ‘crisis of authority',  this presentation reflects upon the country’s condition of ‘interregnum’ whereby societal, political, and economic institutions have lost legitimacy and credibility in the eyes of citizens but an alternative order is struggling to emerge and consolidate. It, therefore, explores the extent to which the promised new social contract based on greater inclusiveness, social justice, and redistribution plays out, and the ambiguous juxtaposition between ‘street’ and ‘electoral’ legitimacy.
