Migration governance between Morocco and Spain is a central issue in Euro-Mediterranean relations, traditionally shaped by executive-led and security-oriented cooperation. Despite this, the role of national parliaments and parliamentary diplomacy in addressing migration-related challenges remains largely underexplored.

This paper examines how Moroccan and Spanish parliamentary diplomacy contributes to migration governance through interparliamentary dialogue, joint committees, and political exchanges on migration issues. It analyzes the extent to which parliamentary actors function as platforms for political mediation, trust-building, and policy legitimation within bilateral relations.

Based on qualitative analysis of parliamentary documents and institutional sources, the study highlights both the potential and the structural limitations of parliamentary diplomacy in a context dominated by executive authority. The paper argues that parliamentary diplomacy constitutes a complementary—though constrained—instrument in the governance of Morocco–Spain migration relations.
