Since 1980s urban governance in both the north and the south is undergoing profound transformation. A significant strand of the literature interprets such transformations as a reflection of the global predominance of neoliberalism. Examples of this include the proliferation of practices of deregulation, privatization, competition, and even, new governance techniques such as networking, partnership, participation and community development which, according to this view, would aim to reinforce the legitimacy of the new paradigm.

This panel will critically assess neoliberal accounts of urban governance transformation. Special attention will be devoted three kinds of questions: 1) how far we can identify different types of urban neoliberalism and how significant are the differences between them? 2) What is the scope of contestation and to what extent contestation is capable of transforming neoliberal urban governance practices? 3) Is there margin for developing counter-hegemonic governance practices? What types of political conditions favour their emergence and consolidation?
We aim to discuss theoretical approaches as well as study cases from different geographical areas.
