Political Science News

IPSA and the international political science community mourn the passing of Distinguished Professor and Nobel Laureate Elinor Ostrom (1933-2012)

IPSA is very sad to announce the passing of Professor Elinor Ostrom at IU Health Bloomington Hospital on June 6, 2012 (today) at 6:40 a.m. Surrounded by friends and family, Professor Ostrom succombed to the effects of cancer.

Prof. Ostrom, 78, was the first and only women to win the Nobel Prize in economics for her groundbreaking research on the organizational strategies people use to manage resources.

Born in Los Angeles on August 7, 1933, Professor Ostrom served as senior research director of the Vincent and Elinor Ostrom Workshop in Political Theory and Policy Analysis, and she was also a Distinguished Professor and Arthur F. Bentley Professor of Political Science at the College of Arts and Sciences, and a professor at Indiana University’s School of Public and Environmental Affairs.

She is survived by her husband and colleague, Vincent Ostrom, and she leaves behind a large extended family of colleagues, collaborators, staff and friends.

Prof. Ostrom was expected to be the keynote speaker at the upcoming IPSA World Congress of Political Science.

Leonardo Morlino

President, IPSA

It is with immense sadness that we learned this morning of the passing of Elinor Ostrom, a political scientist and the first and only woman ever to receive the Nobel Prize in economics (The Sveridges Riksbank Prize in Economic Sciences).

This heartbreaking news came as a shock to the international political science community, as we were expecting to have Mr. Ostrom among us at the IPSA World Congress of Political Science in Madrid this upcoming July.

Indiana University President Michael McRobbie said that his institution “has lost an irreplaceable and magnificent treasure with the passing of Elinor Ostrom...” This sentiment is shared by thousands as the IPSA community takes this day to mourn the passing of one of its own.

Elinor Ostrom will always be remembered for her contribution to science and humanity. She leaves behind an outstanding legacy, one that will continue to inspire us to make ours a better world.

Wyn Grant

Program Chair, World Congress of Political Science

I was very saddened to hear of the death of Professor Elinor Ostrom. She had kindly agreed to serve as the keynote speaker at the IPSA Congress in Madrid but was obliged to cancel her appearance as her medical condition worsened.

A former president of the American Political Science Association, Professor Ostrom enjoyed the distinction of being a Nobel Laureate in Economics. I teach her work every year in my module on Economics and Politics, and I can say that my students greatly enjoyed it – particularly the video clip where she explains that no one wants to be a “sucker.”

Professor Ostrom explored mechanisms for tackling common problems facing communities the world over while avoiding statist and market-oriented approaches. She sought to find solutions to the “Tragedy of the Commons” by exploring the prisoners’ dilemma and using game theoretic reasoning in an innovative way. In her recent work, she took on the daunting challenge of climate change, using a polycentric approach that recognizes the value of “bottom-up” strategies for tackling global environmental crises.

She was clearly a great human being; modest and approachable, she championed methodological rigour and outlined practical strategies for dealing with real world problems. She will be greatly missed.

Relaunch of the peer-reviewed quarterly journal Administration

The Institute of Public Administration is pleased to announce the relaunch of Administration, its peer-reviewed quarterly journal. First published in 1953, the journal has influenced and recorded the changing organization and role of the Irish public sector at all levels for over six decades. Under its new editorial policy, the journal will renew its mission to use research and practice to address public administration needs in contemporary Ireland. This new issue of the journal (Vol. 60.1) features a landmark article by the Minister for Public Expenditure and Reform, Brendan Howlin TD, on reforming the public service. It also includes an editorial statement on renewing public administration research and practice.

To mark the relaunch of Administration, Minister Howlin’s article and others in this new issue are available free of charge at www.ipa.ie/administration.

The journal is keen on publishing high-quality scholarship on issues related to public administration, management and policy in Ireland, and submissions from the political science community are welcome. The editor would also be grateful if PSAI members would draw attention to the journal among their graduate and post-graduate students. Submissions and queries may be sent to the editor, Muiris MacCarthaigh, at editor@ipa.ie.
