Montréal at a glance

Montréal offers an irresistible mix of European chic and cutting-edge culture and creativity, to go along with a unique urban vibe. Duality lies at the core of city’s identity and is reflected in its French-English history, its blend of centuries-old and ultra-modern architecture, and its traditional and avant-garde styles. Montréal is where high-tech meets haute cuisine, where sleek skyscrapers and tiny boutiques nestle together, and where major international festivals and cool indie scenes happily coexist and thrive. Of course, it’s the city’s people – more than 3.8 million citizens representing 120 cultural groups –that lend Montréal its legendary flair, joie de vivre and warmth.

Day and night, Montréal pulses with activity. From one season to the next, the city plays host to an array of events, exhibitions and gatherings for the thousands of culture, nature and thrill seekers who flock to Montréal for a taste of its myriad attractions. While Montréal’s master chefs continue to heighten its reputation as a gourmet destination, the haute couture ateliers, art galleries and charming boutiques that line the city’s streets are also a popular draw.

In upcoming issues of the newsletter, we will publish a thematic section all about travelling to Montréal. Various themes will be featured, with a focus on architecture, restaurants, shopping, museums and nightlife. Stay tuned!

The International Social Science Council (ISSC) Hosts the World Social Science Forum (WSSF)

The International Political Science Association is proud to have played a part in the recent World Social Science Forum, held in Montreal from October 13 to 15. The event was a great success, as more than 750 social scientists from more than 80 countries gathered to share Montréal recent research around the theme of “Social Transformation and the Digital Age.”

In addition to serving on the organizing team through its Secretariat and manning a booth in the exhibition area, IPSA organized a few panels, most notably:

From Television to the Digital Era: An Unexpected Rehabilitation of Political Parties, coordinated by Philippe Maarek of Université Paris-Est

Comment les médias sociaux transforment-ils les campagnes électorales et ses forces mobilisatrices?, and Media & Democracy 1, both coordinated by IPSA Secretary General Guy Lachapelle

Morphology as Comparative Analysis of (digitally induced) Social Transformations, coordinated by Executive Committee member Werner Patzelt. Fellow Executive Committee member Mikhail Ilyin presented a paper as part of this panel.

Professor Kenneth Janda, a member of IPSA, was initially slated to present a paper titled “Innovations in Information Technology in American Party Politics since 1960”; but since he was unable to attend, he provided us with a PowerPoint document, now available for download.

Through its role in organizing this multidisciplinary forum, IPSA reaffirmed its mission to promote political science around the world and forge cross-disciplinary partnerships. IPSA looks forward to collaborating on future project initiated by the International Social Science Council.

In Memoriam

The past month has been especially hard on the political science community, as we lost many important figures and IPSA members.

Juan Linz (1926-2013), creation of the Juan Linz Prize

Juan Linz was a Spanish sociologist and political scientist. He is best known for his theories on totalitarian and authoritarian systems of government. In addition to his work on systems of government, he conducted extensive research on the breakdown of democracy and the transition back to democracy.

Just weeks before his passing, IPSA announced the creation of the Juan Linz Prize, supported by the Juan Linz Fund created and sponsored by the EUSKOBAROMETRO observatory at the University of the Basque Country. The Juan Linz Prize is intended to honour a prominent scholar involved in comparative research on decentralization, federalism, and multinational and multi-ethnic integration – a field in which Juan Linz was a leading authority. We hope this award continues to serve as a reminder of this man’s invaluable contribution to political science. May his memory live on forever!

Richard Simeon (1943-2013)

Long-time IPSA member Richard Simeon was a prolific and internationally renowned scholar. Though his interests were broad-ranging, he is best known for his contribution to Canadian and comparative federalism. Richard was also an unfailingly supportive colleague, an inspiring teacher and mentor, and a friend to all who knew him.

Louise Delaney (1965-2013)

Louise Delaney took over as IPSA administrator when the Secretariat moved to University College Dublin in 1994, holding the position for four years (1994-1998). After leaving IPSA, Louise returned to her postgraduate studies but remained active in a wide range of other areas, from the artistic to the entrepreneurial. The many IPSA members who came into direct contact with Louise will remember her warm and caring personality.

On behalf of IPSA President, Dr. Helen Milner, and IPSA Secretary General, Dr. Guy Lachapelle, the IPSA Executive Committee and the IPSA community at large extends its sincere condolences to the family members, friends and loved ones of these marvelous people.

Arctic Yearbook 2013

Arctic Yearbook (AY) is an international and interdisciplinary publication dedicated to the analysis of Arctic geopolitics. Established in 2012, AY provides a platform for authors to evaluate, from a critical perspective, the debates and issues being discussed in the circumpolar world by its multiple stakeholders. Published in an open access format at www.arcticyearbook.com, the Yearbook promotes the dissemination of knowledge through the maximization of information technology. AY’s audience is composed not only of researchers, but also public and private decision-makers, international relations and strategic stakeholders, Arctic indigenous peoples, and Arctic industry representatives.

The first edition of AY was published online in 2012 with the theme “Arctic Strategies and Policies.” This year’s AY focuses on “The Arctic of Regions vs. the Globalized Arctic”. AY2013 includes a comprehensive collection of peer-reviewed articles falling under the following four sections: The Globalized Arctic; The Arctic of Regions; Circumpolar Relations in Interesting Times; and Arctic Resource Politics and Policy. Topics include various issues such as the Swedish Arctic Council presidency and the Kiruna Ministerial Meeting; the foundation of the Arctic Council Permanent Secretariat in Tromsø; new technologies; industrialized fisheries; national identity in Greenland; the Arctic Ocean Review; globalization and Arctic natural resources; energy politics in Russia; evaluations of Arctic governance and diplomacy; borders of the Barents region; securitization; Canada’s Northern Strategy; and China, India as regional actors. In addition to traditional academic articles, AY2013 will also include commentaries from key Arctic decision makers, stakeholders and actors on contemporary issues facing the region in order to further their discussion.

AY is an online volume published by the Northern Research Forum (NRF) and the UArctic Thematic Network on Geopolitics and Security.

Editors: Lassi Heininen, University of Lapland, Heather Exner-Pirot, University of Saskatchewan, Canada & Joël Plouffe, National School of Public Administration (ENAP-Montréal), Canada.
