THE 2023 IPSA WORLD CONGRESS: A GREAT SUCCESS
 
The 2023 IPSA World Congress of Political Science was held in Buenos Aires and virtually from 15-19 July 2023. The Congress program, themed Politics in the Age of Transboundary Crises: Vulnerability and Resilience, was organized by Program Co-chairs Euiyoung Kim (Seoul National University) and Theresa Reidy (University College Cork).
 
The 2023 World Congress was one of the most successful World Congresses in IPSA history: 3,096 registered participants from 102 countries worldwide. And out of these 3,096 registered participants, 45% were women (46% of onsite attendants). More than 43% of registered participants came from a South American country (38% of onsite participants).
 
PABLO OÑATE ASSUMES IPSA PRESIDENCY, AND YOKO KASUYA NAMED PRESIDENT-ELECT
 
Pablo Oñate (Spain), elected President-Elect by the IPSA Council in 2021, officially became the new President of IPSA on 18 July, following the election of the President-Elect at the 2023 IPSA World Congress in Buenos Aires. Succeeding Dianne Pinderhughes (United States), Prof. Oñate will serve a two-year term from 2023 to 2025.
 
Yuko Kasuya (Japan) was also elected as the new President-Elect by the IPSA Council, the Association’s highest decision-making body, on 18 July. Prof. Kasuya will serve a two-year term as President-Elect and will become President at the 2025 IPSA World Congress in Seoul, South Korea.
 
On behalf of IPSA and the global political science community, we congratulate Prof. Oñate and Prof. Kasuya on their new positions.
 
IPSA COUNCIL ELECTED THE 27TH EXECUTIVE COMMITTEE
 
We extend our warm congratulations to the 16 members of the 27th Executive Committee elected by acclamation at the IPSA World Congress of Political Science in Buenos Aires on 19 July 2023. We are pleased to announce that 56 percent of the elected members of the IPSA Executive Committee are women (9 out of 16).
 
New Executive Committee members will be governing IPSA for the next two years. We are confident that their expertise, vision and dedication to the advancement of political science will foster a new era of progress and innovation within the Association.
 
 
HASRET DIKICI BILGIN APPOINTED AS SUMMER SCHOOL COORDINATOR
 
We are pleased to announce that Hasret Dikici Bilgin was appointed as the Summer School Coordinator at the first meeting of the 27th IPSA Executive Committee in Buenos Aires on 19 July 2023. Prof. Dikici Bilgin will serve a two-year (renewable) term and will be responsible for the overall supervision of IPSA’s Summer School program and coordination with cooperating institutions and local organizers.
 
CARMELO CATTAFI ELECTED
RC-EC LIAISON
 
IPSA is pleased to announce the election of Carmelo Cattafi as RC-EC Liaison. Dr. Cattafi was elected by acclamation of the RC Chairs at the last meeting of the Advisory Commission on Research (ACR) held on 19 July 2023 in conjunction with the IPSA World Congress of Political Science. The RC-EC Liaison participates, as ex officio, in IPSA Executive Committee meetings to further strengthen the link between the Research Committees and the Executive Committee.
 
IPSA EXECUTIVE COMMITTEE RENEWS KIM FONTAINE-SKRONSKI’S TERM AS EXECUTIVE DIRECTOR
 
IPSA Executive Committee unanimously renewed Kim Fontaine-Skronski as Executive Director for a second four-year term, effective 9 September 2023. Dr. Fontaine-Skronski was first appointed to this position in 2019 and has since demonstrated her leadership and strategic vision in advancing IPSA’s mission and goals.
 
She has been instrumental in developing and implementing IPSA’s policies, programs, and activities, as well as fostering collaboration between members, partners, and stakeholders. IPSA looks forward to continuing its work with Dr. Fontaine-Skronski and benefitting from her expertise and dedication.
 
 
IPSA'S PRE-APSA WORKSHOP EXPLORES DIGITALIZATION CHALLENGES AND STRATEGIES FOR SCIENTIFIC ASSOCIATIONS
 
IPSA President Pablo Oñate chaired the third edition of IPSA’s Pre-APSA Annual Meeting Workshop, Digitalization of Scientific Associations: Challenges and Technological Solutions, on 30 August 2023. The Workshop gathered executives from scholarly associations, experts in digital solutions for associations, and virtual platform suppliers to discuss how digitalization can help scholarly associations reach their missions and attain their objectives, whether it be through publications, membership, events and activities.
 
Speakers included Kim Fontaine-Skronski, Executive Director, IPSA; Jon Gurstelle, Senior Director, Publications, APSA; Nick Scott, Independent consultant in digital transformation for non-profit associations; Mitch Malinsky, Head of Sales and Strategic Partnerships, Pheedloop; Tom Heneghan, Director of New Business, Planstone.
 
IPSA PRESIDENT-ELECT YUKO KASUYA’S INSIGHTFUL KEYNOTE ON SOUTHEAST ASIAN POLITICS
 
IPSA President-Elect Yuko Kasuya delivered the “State of the Discipline” keynote address entitled Unraveling the Study of Southeast Asian Politics in Japan: From Imperial Origins to Contemporary Prospects, at the Southeast Asia Research Group (SEAREG) meeting in Singapore on 1 August 2023.
 
In her analyses of how the studies on Southeast Asian politics developed in Japan, Prof. Kasuya focused on two historical origins: the imperialist expansion during the Pacific War and the U.S. influence during the Cold War.
 
The other keynote speaker was Dr. Ong Kian Ming, former Deputy Minister of the Ministry of International Trade and Industry of Malaysia, who holds a Ph.D. in political science. His "State of the Region” keynote focused on how political science knowledge can benefit real-world politics.
 
 
IPSA CHARTS A VISIONARY COURSE WITH ITS 2023-2027 STRATEGIC PLAN
 
IPSA adopted its 2023-2027 Strategic Plan at the IPSA World Congress in Buenos Aires, a culmination of collaborative efforts that draws from the successes of its predecessor while charting a dynamic path for the future. The plan was developed through a series of meetings led by the Committee on the Implementation of the Administrative Reform and Strategic Plan. Chaired by IPSA Past President Dianne Pinderhughes, the Committee was composed of IPSA President Pablo Oñate, IPSA Past President Marianne Kneuer, IPSA Vice-President Keiichi Kubo, and Executive Director Kim Fontaine-Skronski.
 
 
IPSA’S BIENNIAL REPORT 2022-2023 RELEASED
 
IPSA released its Biennial Report 2022-2023 in July 2023, which summarizes the main accomplishments and initiatives of the Association over the past two years. The Biennial Report includes an overview of IPSA’s membership, Executive Committee members and activities, Secretariat team, development strategies, and partnerships with external organizations. The IPSA Biennial Report 2022-2023, edited by Kim Fontaine-Skronski, with Mathieu St-Laurent as the managing editor, can be downloaded in PDF format below. We encourage you to read it and share it with your colleagues.
 
IPSA’S GENDER AND DIVERSITY MONITORING REPORT IS NOW AVAILABLE
 
IPSA released its fourth Gender and Diversity Monitoring Report for the year 2022, based on a survey conducted earlier this year. Prepared by Umut Korkut, former IPSA Vice-President and Professor of International Politics at the Glasgow School for Business and Society at Glasgow Caledonian University, and Mathieu St-Laurent, Senior Director of Membership, Research and Strategy at IPSA, the report was presented at the 2023 IPSA World Congress in Buenos Aires and is now available on the IPSA website.
 
 
FRANCESCO KJELLBERG AWARD NOMINATION DEADLINE APPROACHING
Deadline: 30 September
 
Panel convenors and chairs are invited to nominate outstanding papers, presented by new scholars at the 27th IPSA World Congress of Political Science, for the Francesco Kjellberg Award for Outstanding Papers Presented by New Scholars. The award recipient will be offered a complimentary two-year IPSA membership and a prize of US$1,000 upon attendance at the 28th IPSA World Congress in Seoul.
 
Panel convenors and chairs can submit nominations by completing the online nomination form by 30 September 2023.
 
NEW ISSUE OF IPSR PUBLISHED
 
From social and political inequality to populism, conspiracy theories, and independence referendums, the latest issue of the International Political Science Review (IPSR) (Volume 44, Number 4, September 2023) covers many contemporary themes relevant to political scientists and policymakers alike.
 
In the field of political and social equality, for instance, Vadlamannati and de Soysa examine the impact of economic freedom on income inequality over the past three decades. In another study, Krämling et al. analyze the impact of direct democracy on equality in a global setting. Contributing to the vast literature on populism, Galais and Pérez-Rajó find that the rise of a populist party - in their case Vox in Spain - constitutes an attack on political correctness. Turning to conspiracy theories, Erisen tries to identify the prototypical target audience for such theories in a non-Western context, such as Turkey. Finally, the meta-analysis by Harguindéguy et al. provides an up-to-date picture of the growing field of research on independence referendums around the world.
